PROBLEM TO BE SOLVED: To provide a tropical cyclone controlling system capable of greatly decreasing climatic damages by suitably extinguishing a tropical cyclone in the initial stage of development, or changing the route of the tropical cyclone. SOLUTION: This tropical cyclone controlling system comprises forecasting the future scale of a tropical cyclone 1 in the initial stage of development with a calculating machine of a ground-based station 3, based on observation data transmitted from a means for observation such as a meteorological observation airplane 2. Furthermore, to a tropical cyclone in the initial stage of development, forecasted to have a possibility to develop to an extremely huge scale, the tropical cyclone controlling system comprises performing energy pouring into the proper parts thereof with laser beams or electromagnetic wave beams by an energy pouring means such as a laser irradiating satellite 4.
