The device (1) has principal brake plates (5) located on two sides of a disk (2) comprising a ring (10) that provides an L-shaped or I-shaped structure to the disk. The ring has a mast (11) situated in a diametral plane of the disk. Two circular wings (12) are extended perpendicular to the mast. A secondary braking device (9) is arranged with respect to internal walls (14) of the wings, and comprises a secondary drum-type foundation brake friction lining (13). A body (16) of the secondary braking device is powered by friction drag force (17) of the brake plates.
