PURPOSE: A cooling and heating system using subsurface water is provided to reduce a cost by building the cooling and heating system through a simple configuration to prepare for a shortage of water by uniting a water level control tank with the cooling and heating system. CONSTITUTION: A cooling and heating system using subsurface water comprise a water level control tank, a pipe(10), a ciuculation pipe(30), and a water level control valve(110). The pipe pulls up the subterranean water and supplies the subterranean water to the water level control tank. The circulation pipe injects the subsurface water kept in the water level control tank into a heat exchanger(200). The subsurface water flown out of the heat exchanger is supplied to the water level control tank through the water level control valve. The water level control valve is a solenoid valve. An auxiliary cooling device(40) is additionally installed in one end of the water level control tank. A filter(50) is formed in one end of the circulation pipe.
