<p>The device has a dowel bush (1) arranging an inner passage having a circular transversal section. The dowel bush is housed on a neck of a bottle. The dowel bush has an inner wall provided with two lips (2) that are radially projected towards an inner side of the dowel bush over an angular range (alpha1) of 180 degrees. Each lip is arranged on the inner wall of the dowel bush over another angular range comprised between 90 and 400 degrees. The lips are arranged in a spiral manner.</p>
