PURPOSE: A non-toxic flame retardant is provided to maximize product quality due to an improved adhesive force and fire retardancy, to improve the safety, corrosion resistance, and heat resistance of a flame retardant coating agent. CONSTITUTION: A non-toxic flame retardant using an inorganic compound is prepared by the steps of: pulverizing inorganic compounds based on magnesium oxide, zinc oxide, titanium oxide, aluminum oxide, silicon oxide, ammonium hydroxide, magnesium hydroxide, and inorganic phosphate to fine particles less than 15~20 nm; mixing the inorganic compound 40~65 wt% with aqueous and oily coating agents, stirring the mixture for 60 minutes, and then naturally aging the mixture for 2~5 days; stirring the naturally aged inorganic flame retardant particles and a coating agent two times at a high velocity and a low velocity in a ratio of 1:2, respectively; aging the stirred inorganic flame retardant coating agent at 45~55 °C for 20 hours at a low velocity; and aging the aged inorganic flame retardant coating agent at 15~20 °C for 5~30 days.
