PURPOSE: A vehicle monitoring device and a method thereof are provided to reduce unnecessary power consumption and to prevent an accident happening under a vehicle. CONSTITUTION: A vehicle monitoring device comprises a low camera(140), a transform unit(110), a display unit(130) and a controller(120). The vehicle low camera takes an image of a vehicle down space. The transform unit receives velocity of car. The transform unit outputs the speed after converting into a signal. The display unit shows the image of the vehicle down space, taken by the vehicle low camera, to a driver. The controller cuts off the power applied for the vehicle low camera, if the vehicle speed exceeds a reference rate.
