PURPOSE: A manufacturing method of a flat composite membrane and the flat composite membrane manufactured thereby are provided to improve efficiency of a separation process, and to uniformly distribute pores without pin holes. CONSTITUTION: A manufacturing method of a flat composite membrane includes the following steps: applying polymer liquid(2) on one side of a support(3); forming a low pressure atmosphere with fluid on the other side of the support; and coagulating the support with a non-solvent. The manufacturing method of the flat composite membrane further includes a step for removing a remaining solvent by processing the composite membrane with hot water. The fluid is liquid, air or nitrogen including water, alcohol, γ-butyrolactone, dimethylformamide, N-methyl-2-pyrrolidone, dimethylacetamide or dimethyl sulfoxide.
