<P>PROBLEM TO BE SOLVED: To provide a semiconductor light emitting device capable of increasing an efficiency of light extraction to improve the luminance, and to provide its manufacturing method. <P>SOLUTION: The semiconductor light emitting device 1 comprises a semiconductor light emitting element 3 mounted on a submount element 4 with its face down, a cup part 2c with the element 3 mounted, and a first resin part 5a and a second resin part 5b sealing the element 3. The first resin part 5a covers an electrode part provided at least lower than the light emitting layer of the element 3 and formed so as not to cover a main light extraction face of the element 3. The second resin part 5b is formed on the surface of the part 5a so as to cover the element 3.
