PURPOSE: An apparatus and a method for detecting a target sound are provided to effectively detect a target sound in a small device using phase information of a received sound signal. CONSTITUTION: A frequency converting unit(110) converts each sound signal into a frequency input signal. A phase difference calculation unit(120) calculates a phase difference by a frequency component from the frequency input signal. A feature value extracting unit(130) extracts a feature value. A discriminating unit(140) discriminates the presence of a target sound by comparing the feature value with a threshold feature value. The frequency converting unit makes each sound signal in frames and converts them into a frequency input signal by a frame unit.
