PURPOSE: Apparatus and a method which produces solid fuel from a mixture of waste synthetic resin films and by-product of waste wood and grass is provided to efficiently acquire solid fuel by supplementing a degradation of a caloric value with using by-product of waste wood and glass. CONSTITUTION: Apparatus which produces solid fuel comprises: a mixing device(10) which comprises a housing(11) wherein synthetic resin films and by-product of waste wood and grass are mixed, a plurality of an upper rotary blade(12), a plurality of a lower rotary blades(16) which is curved to the upper side of a spinning table(14), and a drive motor(24) which rotates a shaft(26) and the spinning table ; a transfer screw(30) which presses and transfers the mixture from the housing; a molding device(50) which molds the mixture to the specific shape; and a molded article dryer(70) which dries the mold from the molding device.
