A composition for treating or preventing restenosis after surgery is provided to suppress the proliferation of vascular smooth muscle cells (VSMCs) and prevent or treat restenosis and arteriosclerosis. A composition for preventing or treating restenosis comprises a compound of the chemical formula 1. The composition has the effect for preventing or treating cardiovascular diseases. The cardiovascular diseases are heart failure, hypertensive heart diseases, arrhythmia, congenital heart disease, and myocardial infarction. The composition is made in the form of liquid, emulsion, suspension, or cream and used by parenteral administration. A drug delivery apparatus for topical administration is a stent on which the composition is applied. The stent is a sustained-release stent.
