An information processing apparatus (1) capable of executing an application includes system state transition managing means (53) for managing a transition of a state which depends on a system on which the application can operate, application state transition managing means (52) for defining the state transition of the application using a primitive element so as to manage the state transition of the application, and instruction sending/receiving means (54) for storing information indicating a relationship between instructions each recognizable by the system state transition managing means (53) or the application state transition managing means (52) and, on the basis of the information, executing sending/receiving of the instructions to and from the system state transition managing means (53) and the application state transition managing means (52).
