A photosterilizing thermo-hygrostat is provided to achieve the energy reduction effect by the operation of a sensible heat exchanger and the reheating operation of a second heat pipe. A photosterilizing thermo-hygrostat comprises a main body(110), a thermo-hygrostat unit(120), and a photosterilizer(150). The thermo-hygrostat unit comprises a cooling coil(122), an electric heater(124), a first heat pipe(126), a second heat pipe(128), and a groove pipe(129). The first heat pipe is directly contacted with the front side of the cooling coil for the heat conduction and the second heat pipe is directly contacted with the backplane of the electric heater. The photosterilizer is equipped in the back side of thermo-hygrostat unit to sterilize the air passing through the thermo-hygrostat unit with a photo-plasma member.
