A CELL SELECTION METHOD FOR GENERATING A LAYER STRUCTURE USING A CELL QUALITY

A cell selection method for generating a layer structure using cell quality is provided to enable a terminal to select a cell to which a service will be provided in consideration of quality of each cell in a situation when a plurality of cells has a layer structure. An HCS(Hierarchical Cell Structure) is checked. A parameter related to an H reference value is read from system information. Cells are measured. Cells satisfying an S reference value are identified among the measured cells. It is checked whether a cell satisfying the S reference value satisfies the H reference value. A cell having the highest R reference value is selected among cells satisfying the S reference value and the H reference value(S405).
