A water-soluble cold rolling oil composition for stainless steel is provided to improve the uniformity of color without generating pattern on the surface of steel sheet after the annealing and pickling after the cold rolling process. A water-soluble cold rolling oil composition for stainless steel comprises at least one base oil selected from the group consisting of a mineral oil and a synthetic ester; and an alkylphosphonic acid derivative represented by the formula 1, and does not contain a fatty acid made from the hydrocarbon having a carboxyl group, wherein R1 is an alkyl group of the carbon number 8~45; and R2 and R3 are identical or different each other and are hydrogen atom or an alkyl group of the carbon number 1~18.
