PROBLEM TO BE SOLVED: To provide a method and a communication device which improve random access procedure for handover, in a wireless communication system for preventing UE (user terminal) from lapsing into inoperative state or idling. SOLUTION: The method includes: a step, upon executing handover procedure, of starting random access procedure corresponding to the handover process; and a step of not receiving effective random access response messages during a fixed time duration, or of, when contention of the random access procedure has failed, re-executing transmission of random access preamble, until the handover procedure is completed or the operation period of the handover procedure is finished, irrespective of whether it has reached a limited number of transmission times of the random access preamble.
