PROBLEM TO BE SOLVED: To enable a storage controller to perform processing for a storage device as properly as possible. SOLUTION: A packet priority degree is set in each packet constituting a file access request and a file has a file importance degree. The storage control apparatus manages the information amount (total amount) of transmitted/received packets in each packet priority degree and the information amount (total amount) of files to be accessed in each file importance degree for each client. The storage controller calculates an evaluation value for evaluating whether a target client is appropriate or not on the basis of one or more information amounts corresponding to the target client and one or more packet priority degrees, and one or more file importance degrees corresponding to one or more packet priority degrees, respectively, and one or more information amounts corresponding to the target client, and decides whether the target client is appropriate or not depending on whether or not the calculated evaluation value matches a prescribed condition.
