<P>PROBLEM TO BE SOLVED: To increase users for simultaneously using services, to increase the income of a service provider, and to prevent the degradation of video quality by that the number of the users for simultaneously using the services exceeds the maximum capacity of a system. <P>SOLUTION: A plurality of program broadcasting time bands of the same program are presented beforehand, and the time band in which the user desires to perform viewing is registered beforehand. Also, to the user, a price to be changed corresponding to the number of simultaneous viewers and the number of viewing desiring users are presented. For instance, for the pursuit of provider's profits, as the number of viewers increases, the price is lowered to increase the number of viewers further. In the meantime, a presenting price is changed by a prescribed rule so that the quality of program broadcast is not lowered by the viewers increasing too much and exceeding the capacity of the system.
