PROBLEM TO BE SOLVED: To provide a small and efficient step-down regulator and a semiconductor integrated circuit. SOLUTION: When both switches S1, S3 are brought into conduction, a third capacitor C3 is connected in parallel with a first capacitor C1. At this point, switches S2, S4 are brought out of conduction. Accordingly, parallel connection between the third capacitor C3 and a second capacitor C2 is cut off and the third capacitor C3 is connected in series with the second capacitor C2 (first state). When both the switches S2, S4 are brought into conduction, the third capacitor C3 is connected in parallel with the second capacitor C2. At this point, the switches S1, S3 are brought out of conduction. Accordingly, parallel connection between the third capacitor C3 and the first capacitor C1 is cut off and the third capacitor C3 is connected in series with the first capacitor C1 (second state).
