SOLUTION: The steel material includes 0.0030% or less O and 0.0005 to 0.0030% Ca, further 0.01 to 0.5% W and/or 0.02 to 0.5% Mo, 0.001 to 0.2% Sn and/or 0.01 to 0.2% Sb, and one or more elements selected from 0.05 to 0.35% Cu, 0.05 to 0.40% Ni, 0.05 to 0.20% Cr and 0.05 to 0.20% Co, and has an ACP value, a WI value and an ACR value controlled to a predetermined value.
