PROBLEM TO BE SOLVED: To provide a highly stable emulsion composition which is free of metal compounds such as a tin catalyst and is capable of forming an organopolysiloxane coating film with a rubber strength, only by drying. SOLUTION: The film-forming organopolysiloxane emulsion composition comprises (A-1) a reactant between an organopolysiloxane wherein both ends are blocked with hydroxyl groups and an organopolysiloxane having a trialkylsiloxy unit, a silicate unit and a silanol group, (A-2) a silica, (B) an emulsifier and (C) water. Alternatively, the composition comprises (A-3) a reactant between an organopolysiloxane wherein both ends are blocked with hydroxyl groups, an organopolysiloxane having a trialkylsiloxy unit, a silicate unit and a silanol group and a silica having a silanol group at its surface, (B) an emulsifier and (C) water.
