PROBLEM TO BE SOLVED: To provide an image forming apparatus and the like which can prevent unauthorized duplication of a document and efficiently perform control of duplication of a document that includes a plurality of pages. SOLUTION: A image forming method includes: a step of determining whether identification information in a second page and identification information in a first page which is permitted to be duplicated match with each other; and a step of outputting a duplicated matter of the second page if the determination step determines that the identification information in the first page and the identification information in the second page match with each other.
