PROBLEM TO BE SOLVED: To provide an image disturbance judging system that easily determines a disturbance location when any disturbance occurs during image data transmission with respect to a video system for analog and IP network transmissions. SOLUTION: The image disturbance deciding system (100) includes a video signal connection portions (2a-4a) for receiving video signals generated by photographing, a video display control portion (1c) that controls the video signal connection portions and allows the video signals generated by photographing to be displayed on a video display portion (8), video signal monitoring portions (2b-4b) for monitoring video signals received from the video signal connection portions, and a transmission disturbance detection portion (1b) for detecting the presence of transmission disturbance based on the monitoring information obtained by the video signal monitoring portions.
