PROBLEM TO BE SOLVED: To provide a paper sheet processing apparatus capable of preventing paper sheets from being extracted by illegal action. SOLUTION: A bill processing apparatus 1 comprises: an insertion port into which a bill is inserted; a bill carrying mechanism capable of carrying the bill inserted from the insertion port; a bill reading means 8 for reading out the bill carried by the bill carrying mechanism; authenticity judgment means 210, 212, 214, 216 for judging the authenticity of the bill read out by the bill reading means 8; and a motor driving pulse output part 180 for controlling a bill carrying speed of a motor 13 composing the bill carry mechanism.
