PROBLEM TO BE SOLVED: To provide a cleaning device and a cleaning method used for manufacture of a panel for information display by which a necessary display medium particle group in a cell is not removed and display image quality as the panel for information display is not reduced even when the cleaning removal of unnecessary particles is performed to a panel substrate in which the display medium particle group is packed and cleaning removal of particles transferred and adhering to a surface of a cleaning roller is satisfactorily performed. SOLUTION: In the cleaning device provided with the cleaning roller, a brush roller and a suction device, at least a surface of the cleaning roller 12 is coated with a wave type elastic member 22 whose longitudinal section includes a plurality of a wave-shaped wave type parts 21 and which has conductivity.
