PROBLEM TO BE SOLVED: To provide an organic EL display panel having a functional layer with a uniform membrane thickness. SOLUTION: The organic EL display panel provided with organic EL elements arranged on a substrate in a matrix form, includes two or more pixel electrodes formed on the substrate, organic EL layers formed on the pixel electrodes, a first bank regulating regions of the organic EL layer in a line shape, a second bank dividing the region regulated by the first bank into two or more regions, and an TFT element independent from each pixel electrode and driving the electrode. A height of the second bank from the substrate is lower than that of the first bank from the substrate, both first and second banks contain fluororesin, each bank includes an incline of fluorine concentration along a thickness direction, and the fluorine concentration at a peak of each bank is higher than that at a bottom face of each bank.
