PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which satisfies both of high image quality and a long service life and an image forming method. SOLUTION: The electrophotographic photoreceptor includes at least a charge generating layer, a charge transport layer and a surface layer on a conductive support, wherein the charge transport layer contains a charge transport material having an ionization potential (IP) of 5.4-5.6 eV in an amount of 150-300 parts based on 100 parts of a binder resin, and the surface layer is formed by a method by which the charge transport layer is not dissolved.
