PROBLEM TO BE SOLVED: To provide a surface-coated material revealing the high shock resistance while suppressing oxidation degradation in a high-temperature range, and a cutting tool and a machine tool using the same. SOLUTION: The surface-coated material 10 includes a base material 11 consisting of high-speed tool steel or cemented carbide, a metal nitride layer 12 provided on a surface of the base material 11 and consisting of at least one kind of nitride (N) out of aluminum (Al), zirconium (Zr), chromium (Cr), silicon (Si) and titanium (Ti), and a metal oxide layer 13 provided on a surface of the metal nitride layer 12 and consisting of oxide (O) of at least one of tin (Sn) and zirconium (Zr) with aluminum (Al).
