PROBLEM TO BE SOLVED: To provide a setting tool for a rope for suspending a safety belt which is fixed to a columnar member such as a support insulator by single operation, and sufficiently secures safety as the setting tool of the rope for suspension. SOLUTION: The setting tool includes: a fixing member 12 which holds the outer peripheral surface of the vertically raised support insulator 3W with the use of two blocks 16 and 17 turnable connected via a hinge part 15, closes end openings 18 of the respective blocks with the use of the bolts 19 and nuts 20, and is mounted onto the support insulator 3W; a wall part 13 with a substantially L-shaped cross-section, which is fixed to the block 16; and a rope restricting unit 14 having a shaft part 14a and a rod-shaped member 14b so as to prevent the jump-out of the rope for suspension from the opening of the wall part 13.
