PROBLEM TO BE SOLVED: To accurately determine the reliability of a detected motion vector.

SOLUTION: An activity value calculation unit 33 includes: a diagonal activity value calculation unit 51 which calculates diagonal activity values for eight directions for each pixel; an average value calculation unit 52 which averages the diagonal activity values for eight directions by pixel; a block integration unit 53 which calculates a block activity value; a block integration unit 54 which integrates by eight direction in a pixel block, the diagonal activity values for eight directions calculated by pixel; a motion vector direction determination unit 55 which determines the direction of a detected motion vector; and an activity value determination unit 56 which generates the block activity value, first and second activity values and first and second pixel count values on the basis of respective calculated results. This invention can be applied to an image processing apparatus which performs image processing using a motion vector.
