<P>PROBLEM TO BE SOLVED: To provide a method of accelerating the warm-up of a fuel cell in starting under low temperature environment. <P>SOLUTION: As power consumption control in warm-up operation in starting under low temperature environment, a control part 5 primarily performs first power consumption control to increase the flow amount of reaction gas with a compressor 20.
