<p><P>PROBLEM TO BE SOLVED: To provide a packet transfer apparatus for switching from a standby system to an active system at a high speed. <P>SOLUTION: The packet transfer apparatus 9 is a standby packet transfer apparatus to a communication system provided with one or more active packet transfer apparatuses, and is provided with a setting table 4 and a packet transfer unit 3. The setting table 4 stores control information needed to transfer packets in each of the active packet transfer apparatuses for each active packet transfer apparatus.
