PROBLEM TO BE SOLVED: To provide a transparent conductive base material such that it is able to exhibit stable performance over a long period of time, being endowed with a low sheet resistance value, as well as, heat resistance with respect to external heat, as compared with one having ITO as the lamination. SOLUTION: The transparent conductive base material has a transparent substrate made of a polymer resin film, a conductive layer made by laminating a matter endowed with conductivity, and a heat-resistant conductive layer made by laminating a matter endowed with conductivity as well as heat resistance laminated in that order; and the conductive layer and the heat-resistant conductive layer above are both laminated in a physical vapor deposition method (PVD), in which the degree of oxidation of a second filming atmosphere at lamination of the heat-resistant conductive layer is made higher than that of a first filming atmosphere, at the lamination of the conductive layer.
