PROBLEM TO BE SOLVED: To provide a shock absorber with a vibration damping characteristic which is made plastically deformable by integrating a metal body sterically molded so as to be plastically deformable by weaving metals and a soft resin, its manufacturing method, and a vibration damping device equipped with the shock absorber. SOLUTION: Provide are the shock absorber A having a structure which comprises a core material 1 being the metal body sterically molded so as to be plastically deformable by weaving the metals, and the soft resin 2 with the core material 1 impregnated into the soft resin 2, has the vibration damping characteristic and is made plastically deformable through integration with the soft resin, its manufacturing method, and a vibration damping device C equipped with the shock absorber having the vibration damping characteristic.
