PROBLEM TO BE SOLVED: To provide a method and device, which can improve cleaning efficiency in a saponification treatment process for performing sufficient washing even if a conveying speed is increased and can prevent deterioration in display quality of an optical compensation sheet, for manufacturing an alkali-saponified polymer film. SOLUTION: In a liquid retention part 32 arranged in the upstream part of a bar coater for accumulating a diluting solution, the surface of a polymer film 12, to which an alkaline solution 16 is applied, is dipped into the diluting solution in the liquid retention part 32, and an excessive amount of an alkaline solution 19 is scraped off by a bar 30.
