PROBLEM TO BE SOLVED: To perform a highly precise horizontal sealing without leaving a content in a horizontal sealing part. SOLUTION: In heater brackets 25 and 29 supporting heater blocks 9a and 9b of a horizontal sealer of a vertical bag-making, filling, and packaging machine, a pair of barrier plates 15 and stoppers 44 are opposed and are connected with plates 43, respectively. The barrier plates 15 and the stoppers 44 project from the heater blocks 9a and 9b, and under a condition that the stoppers 44 abut on each other, the end faces of the barrier plates 15 hold a cylindrical film f1 to form a step-like gap. The heater blocks pinch the cylindrical film f1 so as to delay for a specified time from the stoppers 44 and the barrier plates 15 to perform a horizontal sealing. A pair of the barrier plates 15 form their upper surfaces on the same plane, and by the time when the stoppers 44 abut on each other, the gap between the barrier plates 15 and corresponding heater blocks are kept constant by the resilient forces of coil springs.
