<p><P>PROBLEM TO BE SOLVED: To provide such a network control technique as to suppress increase in a control time to the irreducibly minimum while avoiding occurrence of congestion. <P>SOLUTION: A network control apparatus 9 specifies a relay path between a destination subscriber user accommodation device 3 described in reported control information and a packet processing device 7, collects from respective devices transfer capacitance of transfer interfaces being present on the relay path and current transfer data amount information, specifies a free band on each transfer interface from a differential between the transfer capacitance and the transfer data amount, and compares the transfer data amount described in the notification with the free band. When the former is greater, a notification for rewriting path information is transmitted to devices inside a network so that a transfer destination of a packet holding a destination address described in the notification may become the packet processing device 7.
