PROBLEM TO BE SOLVED: To improve image quality. SOLUTION: This image forming apparatus includes: an image carrier; a developer carrier; a developer supply member; an outside environment detecting part for detecting temperature and humidity outside the image forming apparatus; an inside temperature detecting part for detecting temperature inside the image forming apparatus; an environmental condition determination processing means for determining whether the apparatus outside temperature is a predetermined threshold or higher, whether the apparatus outside humidity is a predetermined threshold or lower and whether the apparatus inside temperature is a predetermined threshold or higher; and a voltage setting processing means for reducing a development-supply voltage difference when the apparatus outside temperature is the predetermined threshold or higher, while the apparatus outside humidity is the predetermined threshold or lower and the apparatus inside temperature is the predetermined threshold or higher.
