PROBLEM TO BE SOLVED: To prevent wasteful electricity consumption to enhance power saving effect. SOLUTION: When a rotor is rotated at none of pulse levels 1 to 3, a negative determination is made at S104, S109 and S114. A forced flag is kept off at S101, a level 2 counter is set to 0 at S106, and a level 3 counter is set to 0 at S111. Accordingly, a negative determination is made at S116 and an affirmative determination is made at S117. Then the flow returns from S118 to S106. When the processing of S106 and the following steps is carried out and the rotor is rotated at pulse level 2 (OK), an affirmative determination is made at S109 and the flow proceeds to S119. The forced flag is kept on at S118, so that an affirmative determination is made at S119. Accordingly, the force flag is set to off (S120) and then the flow returns to S102.
