PROBLEM TO BE SOLVED: To improve communication efficiency in a communication system in which terminals of different data communication types exist. SOLUTION: In a management apparatus of the communication system including a first terminal for starting data communication with the management apparatus by using a control procedure and a different second terminal for starting data communication without using the control procedure, a start of data communication by the second terminal is recognized. After recognition of the start of data communication by the second terminal, if a start of the control procedure is requested by the first terminal, the control procedure is changed.
