PROBLEM TO BE SOLVED: To construct a MAC (Media Access Control) bridge using a PON (Passive Optical Network) type network which can carry out broadcasting multicast and one to one connection type unicast for a downward transmission direction, and carry out only one to one unicast for an upward transmission direction. SOLUTION: MAC frame transmission equivalent to the MAC bridge is enabled by providing a frame transfer processing means for a station apparatus OLT (Optical Line Terminal) 1, and a frame transmission table which is referred for transferring the MAC frame after recognition of a transferring form in a PON section in the frame transfer processing means. Consequendly, a transfer route of the MAC frame which is inputted from respective subscribers or intra office apparatuses, is decided in the office apparatuses OLT 1, and it becomes possible to copy and transfer the necessary number of MAC frames for necessary routes regarding the multicast/broadcast MAC frames.
