PROBLEM TO BE SOLVED: To provide a user apparatus capable of easily accessing to a particular mobile telecommunication system at a region where service areas of a plurality of mobile telecommunication systems overlap. SOLUTION: A base station apparatus used by the system comprises a means for preparing a system-separated control channel unique to a mobile telecommunication system to which the base station apparatus belongs, a means for preparing a system common control channel common to the plurality of mobile telecommunication systems, and a means for transmitting a downlink signal containing these channels. The user apparatus used by the system comprises a means for receiving the down signal containing the system common control channel from the base station apparatus, an extraction means for extracting at least a frequency information and a wireless access method information of the system-separated control channel from the system common control channel for every mobile telecommunication system offering services at the region, and a means for receiving a specific system-separated control channel within each wireless access system, based on the information extracted by the extraction means.
