PROBLEM TO BE SOLVED: To provide an ice making and air-conditioning system of a wide application range capable of operation in various operation modes according to an air-conditioning load by eliminating restriction such as a water-cooled type and the incorporation of a preheater from a refrigerating machine for making supercooled water by using an all-purpose heat pump for melting an ice core. SOLUTION: This ice making and air-conditioning system has a brine refrigerating machine 1, a cold water bypass circuit arranged in the middle of a return circuit of returning to a supercooling heat exchanger 4 from a heat storage tank 3, and an ice core melting heat pump 2 including a first heat exchanger 55 and a second heat exchanger 56. The heat pump absorbs the cold heat of a brine from the supercooling heat exchanger 4 via the first heat exchanger, and supplies hot water from a condenser to cold water in the cold water bypass circuit via the second heat exchanger, to thereby melt the ice core included in the cold water in the return circuit.
