PROBLEM TO BE SOLVED: To provide a paper sheet cutting device capable of cutting paper sheets with superior cutting quality by reducing a cutting load required for cutting when the paper sheets placed on a paper loading base are cut along a cutting line. SOLUTION: In this paper sheet cutting device, a fixed cutting blade and a movable cutting blade 25 are so disposed as to be opposed to each other in the state of being tilted a predetermined angle in the vertical cutting direction to gradually cut the paper sheets on the paper loading base 15 from one end to the other end, and as to be opposed to each other while one of the blades is tilted a predetermined angle to the other in the cutting line direction so that the blades cross each other in the cutting line direction. The fixed cutting blade is so supported as to be positionally moved in the surface direction of the cut paper sheets crossing the cutting line, and elastically biased to the movable cutting blade side. The paper loading base 15 comprises a shift means for displacing the cut paper sheets in the longitudinal direction of the paper surface of the cut paper sheets is installed on the paper loading base 15.
