PROBLEM TO BE SOLVED: To provide a stretchable sheath-core conjugate yarn having excellent heat-resistance and flame-retardancy and a fabric composed of the yarn. SOLUTION: The stretchable sheath-core conjugate yarn is composed of a sheath yarn comprising a flame-retardant heat-resistant fiber yarn and a core yarn comprising a polyester filament yarn, wherein the core yarn is a drawn yarn of a side-by-side conjugate yarn composed of two kinds of polyesters having an intrinsic viscosity difference of 0.1-0.4 dL/g measured in o-chlorophenol solvent at 30°C. Preferably, the flame-retardant heat-resistant fiber yarn is twined as the sheath yarn in an alternately reversing manner while partly mixing and interlacing with the core yarn.
