A communication device used in a mobile communication system is provided with a means for generating first control information including retransmission information to data channels received in the past, a means for generating second control information including scheduling information on a wireless resource, and a generating means for generating a transmission signal including a low-layer control channel including at least one of the first or second control information. The generating means generates the transmission signal so that the first control information is transmitted in any of sub-frames which arrive in a first period and the second control information is transmitted in any of sub-frames which arrive in a second period longer than the first period.
