PROBLEM TO BE SOLVED: To improve the clamp operability of a manual type clamp mechanism and to surely clamp without generating looseness between an outer column and an inner column. SOLUTION: A holding part 21 in the shape of a semicircular arc holding the periphery of the inner column 7 is formed on the outer column, and a pair of gripped parts 22a, 22b extended parallel to each other from both ends of the holding part are formed. The pair of gripped parts are gripped by a pair of side plates 20b, 20c of a vehicle body side bracket 20 from the outside. Both the holding part and the inner column 7 are clamped by gripping the pair of side plates of the vehicle body side bracket through the operation of an operation lever 23g of the clamp mechanism 23 to deform the pair of gripped parts in the direction of approaching each other and to contract the diameter of the holding part. Also, a clamp auxiliary member 24 imparting auxiliary clamp force to both the holding part 21 and the inner column 7 when the pair of side plates 20b, 20c are gripped by the operation of the clamp mechanism 23 is provided.
