PROBLEM TO BE SOLVED: To provide an insulation sheet which is thin and excellent in flexibility and shape stability, and to provide a rotating electrical machine using the same and a method for manufacturing the rotating electrical machine. SOLUTION: The insulation sheet 10, made of a resin sheet 14 comprising either a B-stage epoxy resin composition or a C-stage epoxy resin composition, is arranged inside a slot of the rotating electrical machine so as to cover the internal circumferential surface of the slot, an enamel wire is inserted into the insulation sheet 10 arranged on the slot and a sealing agent containing an epoxy resin is applied to the inside of the slot, and the enamel wire is sealed. The epoxy resin composition contains (a) epoxy resin, (b) a curing agent and (c) a phenolic hydroxyl group-bearing aromatic polyamide-polybutadien-acrylonitrile copolymer, wherein the (a) component is trishydroxyphenylmethane-type epoxy resin, and the (b) component contains 10(2,5 dihydroxyphenyl)-10H-9 oxa-10-phosphaphenanthrene-10-oxide.
