PROBLEM TO BE SOLVED: To suppress a deterioration in a character legibility of an original image in which a background of a character image is formed by using a photographic image while keeping an image quality deterioration caused by a color material saving process within an allowable range. SOLUTION: When an original image information acquiring means acquires information showing that an original image is an image kind which does not include a coarse halftone image, a first saving process for increasing the amount of saving color material in a non-edge part than in an edge part of the image is selected as a color material saving process, whereas, when an image kind information acquiring means acquires information showing that the original image is an image kind including the coarse halftone image, a selection process for selecting a second saving process for uniformizing the amounts of saving color material between in the edge part and the non-edge part of the image is executed as a color material saving process, and the color material saving process selected by the selection process is applied to the entire original image.
