PROBLEM TO BE SOLVED: To provide a water cut-off structure and a creation method for a fill dam, which can enhance cut-off properties without use of a high-quality material and which can reduce costs. SOLUTION: This water cut-off structure of the fill dam is characterized as follows: a water cut-off zone 3 is provided in the thickness-direction central section of a dam body 2 which is created on a foundation bedrock 1; and a water cut-off steel plate wall 5 is erected along the height direction and width direction of the cut-off zone 3 in the in the thickness-direction central section of the cut-off zone 3. The creation method enables the creation of the fill dam like this. The cut-off steel plate wall can have charge of a water cut-off function of the cut-off zone, so as to enhance the cut-off properties. Furthermore, since the cut-off steel plate wall has charge of the cut-off function of the cut-off zone, the high quality of the material for constructing the cut-off zone becomes unnecessary.
